  2. 0:01of
  3. 0:05Allegiance I pledge allegiance to the
  4. 0:08flag of the United States of America and
  5. 0:11to the Republic for which it stands one
  6. 0:13nation under God indivisible liy and
  7. 0:17justice for all thank you you may be
  8. 0:22seated so as mayor there's a lot of work
  9. 0:24that I have to do but there's some stuff
  10. 0:26that I really really enjoy and one of
  11. 0:28those is when we get citizens or high
  12. 0:30school students or other very important
  13. 0:33people come into our council chambers
  14. 0:35and we get to give them an award and
  15. 0:37this evening we have members of the
  16. 0:40Sunnyside High School wrestling team
  17. 0:42state champions and we get to recognize
  18. 0:45their
  19. 0:46accomplishments and I'm not a wrestler
  20. 0:49but I know a few and I know the amount
  21. 0:50of work that they have to put into it um
  22. 0:52when I was in high school I remember
  23. 0:54kids trying to lose weight kids trying
  24. 0:55to gain weight to meet their weight
  25. 0:56categories and all of that sort of stuff
  26. 0:58in addition to the practice that they
  27. 1:00had to do and then of course all of the
  28. 1:03wrestling matches that they had to
  29. 1:05participate in and so this is something
  30. 1:07that we're really proud of we want you
  31. 1:08to know that the city of Sunnyside is
  32. 1:10proud of you we're impressed with your
  33. 1:11work we're impressed with your effort
  34. 1:13and this is something that you can feel
  35. 1:15good about yourselves for um we give a a
  36. 1:18City Coin or the mayor's coin to
  37. 1:20individuals who have excelled who have
  38. 1:23gone above and beyond the Call of Duty
  39. 1:25who have pushed really hard and achieved
  40. 1:27great things and who we're basically
  41. 1:30proud of and we want you to know that
  42. 1:33and we want the community to know that
  43. 1:35we want the community to know about you
  44. 1:36so I'd like to ask you all to come up
  45. 1:38and I'm going to be presenting you with
  46. 1:40these mayor's
  47. 1:42coins and that one got away from me and
  48. 1:45apologize for that one excited too yes
  49. 1:47they are so they do they will come out
  50. 1:50of this so be a little bit careful but
  51. 1:51it's a two-sided coin one says city of
  52. 1:53sunyside established in 1902 and then
  53. 1:56it's got the uh um an impression of the
  54. 2:00first mayor of Sunnyside M mayor James
  55. 2:01hederson from September 1902 to January
  56. 2:041903 so he didn't serve for a long time
  57. 2:06but we've been giving these coins out
  58. 2:07for a long time with his face on it so
  59. 2:09there's more coins out there than the
  60. 2:10years that he served but we'd like to
  61. 2:11ask you all to come
  62. 2:22forward where do you want him
  63. 2:27mat and I'm going to be reading off a
  64. 2:29list on my paper so it's not necessarily
  65. 2:30going to be in the order that you're
  66. 2:32standing so go ahead and face and she
  67. 2:34wants to take pictures of you so make
  68. 2:35sure you're looking good for the
  69. 2:36pictures I know we've got coaches here
  70. 2:38as well coach you had a stand yes all
  71. 2:42right yeah so get in the
  72. 2:44picture cool somebody take a picture for

  74. 2:48paper all the staff wants to get out of
  75. 2:50the
  76. 2:52way sitting up straight so I can be in
  77. 2:54the picture so I can photob bomb this

  158. 7:18research for presentation at a future
  159. 7:20council meeting did we have a signup
  160. 7:22sheet up or I just place it up there
  161. 7:24okay sign up so we don't have a sign up
  162. 7:27list that's ready to go today but do we
  163. 7:29have somebody who wish wishes to make
  164. 7:29public comment this
  165. 7:31evening you please come forward read uh
  166. 7:34state your name into the microphone and
  167. 7:35what city you reside in and then make
  168. 7:37your comments and if you want followup
  169. 7:39sign up on that sheet and we'll follow

  171. 7:42you hi my name is Laura Gonzalez I am a
  172. 7:45junior at sunyside high school and I'm
  173. 7:47also a member of Latino Culture Club I'm
  174. 7:50here to formally invite Council to our
  175. 7:52annual no Familia this event will be on
  176. 7:54March 21st at 5:30 p.m. at the sunyside
  177. 7:57high school it is a college and resource
  178. 7:59where the entire Community is invited um
  179. 8:02where they're welcome to attend to learn
  180. 8:03more about different College choices and
  181. 8:05opportunities that are available we'll
  182. 8:07be having Music Entertainment guest
  183. 8:08speakers free food as well as child care
  184. 8:11available therefore the entire family is
  185. 8:13encouraged to attend there is a student
  186. 8:15L event that we have been working hard
  187. 8:16towards all year and we hope you guys
  188. 8:18can attend I do have some flyers for you
  189. 8:20guys with all information Mr
  190. 8:24Martin thank you for your time thank you

  218. 9:46regarding one of the invoices um can you
  219. 9:48can can you give us the invoice number

  224. 9:55we'll move from there uh

  235. 10:36uh seems like did we use arpa maybe I'm
  236. 10:40misunderstanding this but it was a board
  237. 10:42up what exactly did we pay
  238. 10:46out for the 1500 I think it was
  239. 10:49Professional Services 1500 arpa 2024
  240. 10:52board up yes um so yes when whenever we
  241. 10:56have a um an issue issue with a house we
  242. 11:00had with this house in particular there
  243. 11:02was a fire um we would generally look
  244. 11:06for a local contractor to work with us
  245. 11:08to board up the house and this was his
  246. 11:11rate to board up the house he went he
  247. 11:13purchased the wood he had two people on
  248. 11:15site um this was this was what he
  249. 11:18charged us to for the day to to board up
  250. 11:20the home um to secure it because it was
  251. 11:23it was it was a loss and there were
  252. 11:25people breaking into it so we wanted it
  253. 11:27secured um so that that way nobody else
  254. 11:30will break into it okay understood and
  255. 11:33is there a reason so did we use arpa
  256. 11:35money for us or or why is there like
  257. 11:36arpa listed right next to yeah so this
  258. 11:38is part of our abatement fund so there
  259. 11:40was a a small pot of arpa money set
  260. 11:42aside for abatement and um this came out
  261. 11:45of that fund yes and then okay typically
  262. 11:48for these we were working with the um
  263. 11:52we're working the the house has a bunch
  264. 11:54of issues with it right now um so we're
  265. 11:56working with legal services on their end
  266. 11:58and I'm I believe we have um a $1,500
  267. 12:02we're working on getting a $1,500 lean
  268. 12:04on the house as well so and they and
  269. 12:06they're they're aware of it the people
  270. 12:07representing the property are also aware
  271. 12:09of that as well so okay we try we try to
  272. 12:12recoup our costs anytime we spend money
  273. 12:13on any sort of a batement action we try
  274. 12:16to recoup our costs and and either
  275. 12:19placing a lean on the property or
  276. 12:20working with getting the the property
  277. 12:22owner invoice to pay us back yes okay
  278. 12:24does that satisfy your question yes
  279. 12:26thank you for the clarification thank

  281. 12:31okay um on
  282. 12:362023 there were the arpa was used for a
  283. 12:39lot of uh tools and equipment for the
  284. 12:42fire
  285. 12:44station yeah they they received um I
  286. 12:47can't remember off the top of my head
  287. 12:48exactly what that amount was but they
  288. 12:51they received an amount for tools and
  289. 12:52equipment and so this is out of that
  290. 12:54portion of
  291. 12:56arpa okay and there was another one 203
  292. 13:022 intergoal loan okay this is for our
  293. 13:07wastewater treatment plant we pay this
  294. 13:09this is um a loan payment we pay
  295. 13:10annually until it until it's paid off
  296. 13:14from the wastewater treatment yes for
  297. 13:16the wastewater treatment plant okay I
  298. 13:18think it's paid off in
  299. 13:202032 off that's just what I think off
  300. 13:22the top of my head but something like
  301. 13:24that and then uh the fire station
  302. 13:27Furniture what all is that on
  303. 13:322038 okay that wasn't one of them you
  304. 13:34listed sorry oh yeah you I didn't list
  305. 13:36that one no can't you still ask you can
  306. 13:39yes I just we weren't searching for that
  307. 13:41one um I I unfortunately don't have the
  308. 13:46list on that invoice I'm sorry um and Mr
  309. 13:49uh Chief HRI is not here today so I
  310. 13:51don't have that answer for you but I do
  311. 13:53know that they were replacing quite a
  312. 13:55bit of furniture and things in the
  313. 13:56station that hadn't been replaced for a
  314. 13:58while
  315. 13:59um but I don't know exactly what it is
  316. 14:02okay and then uh
  317. 14:072071 so that's the um Yakama Humane
  318. 14:12Society um is that where the dogs are
  319. 14:16going that they get in Sunnyside they
  320. 14:18take them to the Humane Society and
  321. 14:20they're charging us some of them um
  322. 14:23they're only taking the ones and uh
  323. 14:25Chief Layman can correct me if I'm wrong
  324. 14:26but I believe they're only taking ones
  325. 14:28that have serious Medical
  326. 14:29issues um and things like that that we
  327. 14:31don't have a place to house and so we
  328. 14:33are sending them and they do charge us
  329. 14:35um that amount CU we don't have the
  330. 14:38ability to take care of some of
  331. 14:41those as well as vicious dogs that we're
  332. 14:43not capable of housing here okay okay
  333. 14:47and their fee is 110 uh I believe per
  334. 14:51dog that gets dropped off uhhuh yep okay
  335. 14:57thanks okay and then
  336. 15:01Deputy Mayor yeah just 2028 just curious
  337. 15:04what the crisis response
  338. 15:07unit I'll let the chief comment on that
  339. 15:09that's to Union Gap that's the new SWAT
  340. 15:12this is the uh SWAT interlocal agreement
  341. 15:14that uh the budget that was made for
  342. 15:17SWAT is about I believe $300,000 it was
  343. 15:20divided based on population and that's
  344. 15:22the city's uh portion to join that and
  345. 15:25uh the last Council approved the enter
  346. 15:27into the Ila um and that cost May
  347. 15:30slightly go up year to year as as uh
  348. 15:34costs increase but based on our
  349. 15:36population this was our portion of the
  350. 15:38300,000 that was just a yearly fee right
  351. 15:40there correct that's a onetime annual
  352. 15:41fee into that budget the Union Gap is
  353. 15:44the city that is managing the fund and
  354. 15:46so they're the ones that are responsible
  355. 15:48for sending out the invoice uh recing in
  356. 15:51the money and then um making the
  357. 15:54payments when the team purchases things
  358. 15:55and things like that so thank you y Miss
  359. 15:59Vasquez I didn't have any but I just
  360. 16:02found one so can you guys search up
  361. 16:062016 and just out of Cur curiosity
  362. 16:09because I know I'm on now on the airport
  363. 16:12Advisory board so this says Advanced
  364. 16:14Internet service provider communication
  365. 16:17on the side it says airport internet
  366. 16:19services I'm just curious if this is a
  367. 16:21monthly fee and what specifically it's
  368. 16:24used for I believe this is a monthly fee
  369. 16:27and I believe it's for the the um
  370. 16:29cameras is that what it's for they're
  371. 16:31using we use it for the cameras and
  372. 16:33they're also using as their Wi-Fi that
  373. 16:35they use when they land if you could
  374. 16:37speak into the microphone sorry yes it
  375. 16:40is a monthly fee and they're using it
  376. 16:41for the internet and the camera that uh
  377. 16:44use the uh Runway Runway yeah okay
  378. 16:47perfect I just wanted Clarity because I
  379. 16:49barely saw that thank you okay
  380. 16:51everybody's questions answered
  381. 16:55satisfactory all right if that's the
  382. 16:56case what is the desire of Council on
  383. 16:58the consent to agenda move to approve
  384. 17:03second all right we've got motion to
  385. 17:06approve the consent agenda by councelor
  386. 17:07Ripley second by councelor Hart is there
  387. 17:10debate on this
  388. 17:11item seeing none all in favor of the
  389. 17:14motion please signify by saying I I I'll
  390. 17:17oppose no I to vote I motion
  391. 17:21carries active agenda item a surplus
  392. 17:25equipment and vehicles consider
  393. 17:26approving a resolution to Surplus
  394. 17:28equipment and
  395. 17:29vehicles and Mr interim city manager
  396. 17:32I'll turn this over to Mr Sanchez Mr
  397. 17:34Sanchez thank you so tonight I bring you
  398. 17:37uh a list of uh equipment and uh
  399. 17:41vehicles that we want to
  400. 17:43Surplus uh a lot of these vehicles have
  401. 17:46been sitting there for a while some of
  402. 17:47the equipment as well uh we just want to
  403. 17:50wait to Surplus this our our plan is to
  404. 17:53do a sealed bid um that would be the
  405. 17:57least expensive way to to get rid of
  406. 18:00this stuff um and surplus it so um after
  407. 18:03this we plan on going to the next step
  408. 18:06and advertising running it for a few
  409. 18:09weeks and then uh closing it notifying
  410. 18:13the public uh who who receiv received
  411. 18:15the highest bid and then um whatever
  412. 18:19doesn't can't get rid of through that
  413. 18:21then we'll just uh dispose of through
  414. 18:24just Salvage it through junk or try to
  415. 18:28recycle it
  416. 18:29ourselves all right we just we've disc
  417. 18:31go ahead I'm sorry oh no so what I'm
  418. 18:33looking for is just a motion from uh
  419. 18:35from the council for a resolution to
  420. 18:38Surplus the
  421. 18:40items Okay so we've had opportunity to
  422. 18:42discuss this before Is there further
  423. 18:43discussion that needs to move
  424. 18:45forward being none what do the desire
  425. 18:47Council on this item a motion to approve
  426. 18:50a
  427. 18:52second all right we've got a motion to
  428. 18:55approve a resolution to Surplus
  429. 18:56equipment and vehicles by councelor
  430. 18:58frosto it was second by deputy mayor
  431. 19:01debate on this
  432. 19:03item hearing none all in favor of this
  433. 19:05motion please signify by saying I I I
  434. 19:08oppose no I to vote I motion
  435. 19:12passes Item B interpreting Services
  436. 19:15provide direction for interpreting
  437. 19:17services at Council meetings or if
  438. 19:20Council would like us enter into an
  439. 19:21agreement with either agency please
  440. 19:22request a motion without objection okay
  441. 19:25so we had an opportunity to discuss a
  442. 19:27number of different interpreting
  443. 19:28agencies and interpreting methods um
  444. 19:31another one was brought forward this
  445. 19:33evening that uh Bears a little bit of
  446. 19:35Investigation in my opinion and so um
  447. 19:39and then Chief had brought up a point
  448. 19:41and I'll ask you to share that too Chief
  449. 19:43I I think it if Council wants to approve
  450. 19:46what company they want to go with
  451. 19:47tonight that's that's probably
  452. 19:50applicable um but as far as equipment I
  453. 19:53think that we've got another option on
  454. 19:55the table and it who's going to be
  455. 19:57servicing that should probably have time
  456. 19:58to thoroughly check uh into whatever
  457. 20:00equipment we're looking at so um he's
  458. 20:02going to be servicing it maintaining it
  459. 20:04and making sure it's operational for us
  460. 20:05so I think on the equipment side of
  461. 20:07things we're probably not there yet I
  462. 20:09don't know if you want to vote on what
  463. 20:11company or if you want to wait and do it
  464. 20:12all together so I'll leave that to you
  465. 20:15but yeah thanks sir missart I I kind of
  466. 20:18agree with you uh with the city manager
  467. 20:20inter term city manager um to do it that
  468. 20:23way I think that way we really have a
  469. 20:25clear picture of the equipment we're
  470. 20:26going to use how difficult it might be
  471. 20:28to upkeep it because that's an important
  472. 20:31part to think about as well um so yeah I
  473. 20:34kind of would like to kind of hold off
  474. 20:36on adopting one of these companies until
  475. 20:39we have a full investigation on that he
  476. 20:43miss
  477. 20:43Ripley I'd like to wait to uh see what
  478. 20:46Karen found out and uh well that that
  479. 20:50would be part of the thing okay don't
  480. 20:53you think okay and Mr Alo you had a
  481. 20:56there comment no I was just going to
  482. 20:58agree
  483. 20:59okay yeah a motion motion that we table
  484. 21:03this item thank you I second Okay so
  485. 21:06we've got a motion that we table this
  486. 21:07item until we have more information
  487. 21:09motion by Mr Beer second by Miss fro is
  488. 21:11there debate on this item and and um
  489. 21:13just just comment to say yeah that would
  490. 21:15also give Karen plenty of time to get
  491. 21:17that information to include it with the
  492. 21:19with the other things that we're looking
  493. 21:21at so yeah yeah it'll help us make a
  494. 21:22more informed decision but I highly
  495. 21:24encourage us once we have that
  496. 21:25information in front of us to to to make
  497. 21:28that sir yeah okay and I'm assuming this
  498. 21:32motion we have to make this Mo motion
  499. 21:33without objection is there no objection
  500. 21:35to the motion no okay I'm not seeing any
  501. 21:37objection to the motion all right all in
  502. 21:40favor of this motion to table this item
  503. 21:42for now please signify by saying I I
  504. 21:45oppose no I to vote I motion carries all
  505. 21:49right more investigation it got a small
  506. 21:53job ahead of
  507. 21:55you item C boards and commission members
  508. 21:59provides direction to staff regarding
  509. 22:00boards and commission members who have
  510. 22:01completed their terms all right during
  511. 22:04our study session Council discussed the
  512. 22:07possibility of um boards and commission
  513. 22:10members with expired terms um we've got
  514. 22:13a number of them I believe the number is
  515. 22:1517 is that right okay um whose terms
  516. 22:18have expired and in the past Council has
  517. 22:21um simply reappointed them however in
  518. 22:24the interest of cleaning things up um
  519. 22:27Deputy Mayor and I have a discussion
  520. 22:29about this and came to the conclusion
  521. 22:32that maybe the best way to do that would
  522. 22:34be to vacate the expired seats inviting
  523. 22:38those whose terms have expired to
  524. 22:40reapply because we don't want to lose
  525. 22:42them if they're interested in continuing
  526. 22:44to serve however realizing that the
  527. 22:46position will be advertised as well so
  528. 22:49others may also apply for that position
  529. 22:52um you got a list on the screen in front
  530. 22:53of you of those whose terms have expired
  531. 22:57and you see possible next steps
  532. 22:59reappoint them or remove the members who
  533. 23:02have completed their designated terms
  534. 23:03and opening the positions for at least
  535. 23:0630 days to receive applications from
  536. 23:07interested individuals to be considered
  537. 23:09for appointment definitely want to make
  538. 23:11sure that those whose terms have expired
  539. 23:13know that they can reapply and they're
  540. 23:15certainly welcome to do that um so
  541. 23:18Council I think at this point we can
  542. 23:21make a motion or we can just provide
  543. 23:22direction to staff on what we would like
  544. 23:25to have them do
  545. 23:26so I'd like to hear from you at this
  546. 23:30point I would like for us to remove and
  547. 23:35then open up the
  548. 23:37application uh I believe that would give
  549. 23:39way for other people who are interested
  550. 23:41in applying uh to do
  551. 23:44so okay Miss har I was just going to
  552. 23:49similar to what um Miss fosco said my
  553. 23:52just that boards should uh know that
  554. 23:56they're expired and be asked if they
  555. 23:58want to reapply but that again that also
  556. 24:01opens it up to the community as a whole
  557. 24:04anyone out there who may be interested
  558. 24:05in some of these uh boards and or
  559. 24:07commissions so I'm in agreement with um

  586. 25:34able to operate they won't have a quorum
  587. 25:37for minimum of 30 days but it's going to
  588. 25:40take two weeks to process this and then
  589. 25:43you list it then it's going to take a
  590. 25:44week or two so we're looking at
  591. 25:45potentially two months where some of
  592. 25:48these committees and Boards can't even
  593. 25:49meet correct some of these commissions
  594. 25:51will not have a quorum and not be able
  595. 25:54to meet for a period of time
  596. 25:57and
  597. 25:58they can meet but just can't have
  598. 26:01decision making Authority okay they can
  599. 26:02meet but they can't make decisions is
  600. 26:04what our legal expert is
  601. 26:09saying I'm like worried about the
  602. 26:11Planning Commission what's their
  603. 26:13schedule
  604. 26:15like um so the Planning Commission so if
  605. 26:18these two members are removed at this
  606. 26:20point in time we'll be down three
  607. 26:22members so we have four of seven so all
  608. 26:25four would have to be present for our
  609. 26:27meeting you will have a I will have AUM
  610. 26:29you can have a quum how about
  611. 26:32ltech ltech won't have a quorum but
  612. 26:35ltech doesn't typically make
  613. 26:37recommendations for um lodging funds for
  614. 26:40next year until the end of summer so I
  615. 26:42think if as long as we get them filled
  616. 26:44relatively shortly it should be okay

  619. 26:53some of these U expired members will
  620. 26:56reapply for the position some of of them

  634. 27:33when we were in our discussions earlier
  635. 27:35we were pretty much of the correct me if
  636. 27:38I'm wrong we were pretty much in favor
  637. 27:40going with the Colin Bas
  638. 27:42Binger uh and Associates for the uh
  639. 27:4832 the contract priced of
  640. 27:5232,500 there um so we can get the uh
  641. 27:56ball roading for the recruitment and
  642. 27:58start seeing some candidates come in so
  643. 28:01um I'd like to to make a motion that we
  644. 28:06approve Colin Basinger and Associates at
  645. 28:08the cost of $32,500
  646. 28:11uh for city manager recruitment Services
  647. 28:15um in search of that's the end of
  648. 28:19it had one word I needed that I have a
  649. 28:22motion do we have
  650. 28:26okay sorry got to repeat
  651. 28:32myself can we take a moment to explain
  652. 28:35to the audience that's here now why sure
  653. 28:38no absolutely I was going I was going to
  654. 28:40explain I was going to explain just to
  655. 28:41help people understand why Mr Mayor and
  656. 28:43we're going the direction that we are so
  657. 28:45colum baser and Associates as you look
  658. 28:47at the chart is obviously the most
  659. 28:49expensive of the agencies that's up
  660. 28:51there and if we're going by that list
  661. 28:55price it's going to seem like we have
  662. 28:57just jumped ridiculously into the most
  663. 28:59expensive place we could go without
  664. 29:01fully thinking about it Colin bainer ad
  665. 29:03um guarantees the price is not going to
  666. 29:05be higher than that and that price
  667. 29:06covers everything except for flying
  668. 29:10candidates out and housing them and
  669. 29:13feeding them all the other ones have
  670. 29:16that $118,000 price or $19,000 price
  671. 29:19whichever it happens to be and then they
  672. 29:22add to that $1,800 for background
  673. 29:25searches and other charges for different
  674. 29:27things by the time they've done 10
  675. 29:30background searches on potential
  676. 29:31candidates there's another $188,000
  677. 29:33added to the price and if it continues
  678. 29:36beyond that the price goes up
  679. 29:38exponentially and then all sorts of
  680. 29:40other things are added to it colum baser
  681. 29:42and Associates guarantees the price of
  682. 29:44$32,500 plus we pay for their
  683. 29:46transportation to Sunnyside and housing
  684. 29:48them for the interview process so that's
  685. 29:52where the value is so initially it looks
  686. 29:55like we've taken the most expensive
  687. 29:56route however when you read The Proposal
  688. 29:59it is not the most expensive route so
  689. 30:03um yeah the collective gasp that I
  690. 30:05almost heard with that proposal
  691. 30:08I wanted to make sure that everybody
  692. 30:10understands that this is uh not going to
  693. 30:13be they not going to be the most
  694. 30:15expensive route and the City of
  695. 30:16Sunnyside has used the Colin baser in
  696. 30:19the past in two different occasions in
  697. 30:20my experience and we've been quite happy
  698. 30:23with the results so we found them very
  699. 30:25easy to work with they provide us a good
  700. 30:27slate of candidat so miss VZ it looked
  701. 30:29like you had a question earlier Mr Beer
  702. 30:31did oh Mr Beer just answered it okay
  703. 30:34yeah me you just answered it too I was
  704. 30:36just going to share that they have more
  705. 30:37of a sense of who sunny side is and
  706. 30:39we've worked with them they do know our
  707. 30:40city quite well yes okay so we have a
  708. 30:43motion on the floor to approve Colin B
  709. 30:46and Associates motion made by councelor
  710. 30:48Hart second by councelor beer any more
  711. 30:51debate on this

  723. 31:21would be interested in that position
  724. 31:23please encourage them to apply this is
  725. 31:27open to any any one in Sunnyside so um
  726. 31:30Planning Commission values your input
  727. 31:32and it is probably one of the more
  728. 31:34important boards in commissions that we
  729. 31:36have as far as they meet regularly and
  730. 31:38they get to be involved in a lot of
  731. 31:41things that happen prior to council
  732. 31:43getting a hold of them so you you do a
  733. 31:46lot of the leg work for
  734. 31:50Council um we just made the decision on
  735. 31:52the boards and commissions as far as the
  736. 31:54expired terms look forward to having
  737. 31:57applic in hand as soon as possible and
  738. 32:00again encouraging those who wish to
  739. 32:01continue the position whose terms have
  740. 32:03expired to please fill out the
  741. 32:08application all right and Jackie do we

  745. 32:18announcements Andor questions by Council
  746. 32:21and we'll start with Mr Beer i' got
  747. 32:23nothing right now all right and Miss
  748. 32:26Vasquez yes I'd like to share that I was
  749. 32:29able to go to the Sunnyside High School
  750. 32:30to watch their drama production and it
  751. 32:33was Freaky Friday I believe and it was
  752. 32:36really good they did an amazing job I
  753. 32:38also had the chance to go to the high
  754. 32:40school to watch the orchestra concert in
  755. 32:43which my intern Michelle OHA sitting
  756. 32:45right over there is actually the concert
  757. 32:47Master of the orchestra group and they
  758. 32:50did a really good performance and one I
  759. 32:53believe one of the groups from the high
  760. 32:55school actually scored number one from
  761. 32:58all the orchestra teams around the
  762. 33:00valley and they actually got the highest
  763. 33:02scoring so that was really amazing and I
  764. 33:04just wanted to say congratulations to
  765. 33:06them all wow that is exciting I think
  766. 33:08sometimes uh the the Temptation is focus
  767. 33:10only on the Athletics or only on the
  768. 33:12sports or maybe only on the problems but
  769. 33:14yet when we have somebody who's got
  770. 33:15talent in those areas well done and
  771. 33:17those types of uh skills are also
  772. 33:19valuable throughout life there it takes
  773. 33:21discipline it takes good tone ability
  774. 33:23and practice so well done and carry on
  775. 33:25with that that's that's exciting and be
  776. 33:28it Miss Ripley good job nothing to
  777. 33:30report at this time Miss rosto I have a
  778. 33:32few
  779. 33:35things take it away um so u i i attended
  780. 33:41uh the parks and Rex uh board meeting on
  781. 33:44on Thursday and um they're looking for
  782. 33:47t-ball coaches and they've also posted
  783. 33:49this on on Facebook so if you know how
  784. 33:52to coach t-ball reach out to the
  785. 33:54community center I believe if you are a
  786. 33:56coach you're one child
  787. 33:58plays for free um so again if you know
  788. 34:02of anybody who can coach um they're
  789. 34:05currently
  790. 34:06looking um and then uh just last Friday
  791. 34:10so working on a project called mes B mes
  792. 34:13or women for women um and it really is a
  793. 34:16project for the community um we kicked
  794. 34:18it off on International women's day so
  795. 34:20shout out to all the women in this room
  796. 34:22making things happen um and it really uh
  797. 34:26this project is really planning events
  798. 34:28and collaborating with uh women-led
  799. 34:32businesses um or women Le
  800. 34:35organizations um across the community
  801. 34:38and really is just to create a safe
  802. 34:40space for women to come together support
  803. 34:42each other amplify each other and really
  804. 34:45just exist um in the world where there
  805. 34:48so much is going on it was really nice
  806. 34:50to gather around catalinas and some of
  807. 34:52us had coffee and some of us had
  808. 34:53cocktail and many of us most of us had
  809. 34:56really really great conversations
  810. 34:58so more events of this uh like these to
  811. 35:00come um we'll be posting more on on
  812. 35:03Facebook and social medias and I highly
  813. 35:05encourage you all uh to come out and
  814. 35:07support and just be in
  815. 35:09community um and then uh recognizing
  816. 35:12youth um echoing uh counselor Vasquez
  817. 35:15it's um I mean youth are doing amazing
  818. 35:19things uh so um recognizing the state
  819. 35:22wrestlers um is the beginning of it I
  820. 35:25really encourage us as Council the mayor
  821. 35:28coins are amazing uh thing to do and
  822. 35:30provide to them um and recognizing their
  823. 35:32efforts and for putting Sunnyside on the
  824. 35:34map so graciously I and it really just
  825. 35:37doesn't end with sports I mean we have
  826. 35:40you know uh students involved in in
  827. 35:42science for projects we have students
  828. 35:45involved in in Orchestra I mean the best
  829. 35:47I did was try to learn the harmonica by
  830. 35:49like youtubing videos so kudos to all of
  831. 35:52you in Orchestra and
  832. 35:53Mariachi um and you know and it also
  833. 35:56shouldn't end with youth I know that um
  834. 35:58Catalina's hair salon is uh going to be
  835. 36:01celebrating their 30 years in business
  836. 36:04in Sunnyside so being here for so long
  837. 36:06and providing so many of our residents
  838. 36:09their services and being able to thrive
  839. 36:11in community also deserves recognition
  840. 36:13so I applaud uh Council for being able
  841. 36:15to kick this off today and I just you
  842. 36:17know I'm hoping for for many more of
  843. 36:19these recognitions to come because our
  844. 36:21residents deserve it and we're always
  845. 36:24encouraging people to live up to their
  846. 36:25full potential but we need to make sure
  847. 36:27that Us in leadership are encouraging
  848. 36:29and supporting that along the
  849. 36:31way and that's it all right Mr Deputy
  850. 36:34Mayor yeah so I myself went to um a
  851. 36:37mariachi concert that high school um
  852. 36:40held if you ever get a chance to hear
  853. 36:42those guys uh they're pretty awesome
  854. 36:45they they have a really good you know
  855. 36:46singers and and instrument players so uh
  856. 36:49wherever they go they're looking to go
  857. 36:51you know wherever they're invited to
  858. 36:52just support them support any youth
  859. 36:54activities in the community and uh you
  860. 36:56know we have to keep keep them busy with
  861. 36:58something instead of graffiti and other
  862. 37:01stuff so that's all I have for now all
  863. 37:04right Miss Hart well you know we have
  864. 37:07from Sunnyside a number of folks who
  865. 37:09were started out um with graffiti in s
  866. 37:13Francisco they were from
  867. 37:15Sunnyside and so goiti can be art too
  868. 37:18and as we know one of our uh persons who
  869. 37:21on our uh Arts commission board is is a
  870. 37:24graffiti artist as well uh cha Chase
  871. 37:27Reef and uh we see his work all over the
  872. 37:29place started out in graffiti expanded
  873. 37:32that into art and Commercial Art
  874. 37:35so yeah good start that's the good
  875. 37:38graffiti so you can all work on
  876. 37:40spreading that news so yes also I do
  877. 37:42want to give a uh shout out to the uh
  878. 37:45science club uh they'll be heading off
  879. 37:47to State here pretty soon they had their
  880. 37:49mid Columbia a lot of lot of awards down
  881. 37:52there a lot of young people learning uh
  882. 37:55going to be finding room in their
  883. 37:56bedrooms to where to put all their
  884. 37:57trophies and and hide their checks and
  885. 38:00they'll be going off I believe during
  886. 38:01the first week of uh spring break is
  887. 38:04usually when they go to to state so
  888. 38:06shout out to those kids as well great
  889. 38:08all right thank you well I didn't have
  890. 38:10an awful lot to report but you know
  891. 38:12we're focusing a lot on our youth
  892. 38:13tonight and I think that is fantastic I
  893. 38:16think that the city can do a good thing
  894. 38:19by recognizing the accomplishments of
  895. 38:21our young people these are our future
  896. 38:22council members these are future city
  897. 38:25leaders and business people these are
  898. 38:27the people who are going to be running
  899. 38:28the city after we're long gone so to
  900. 38:31recognize that Talent the the gifts and
  901. 38:34abilities that they have now I think is
  902. 38:36a good step in starting on that process
  903. 38:38to encourage them and encourage them
  904. 38:40into into leadership roles I think
  905. 38:42that's a fantastic opportunity for us I
  906. 38:44do want to recognize since everybody
  907. 38:45else seems to want to recognize somebody
  908. 38:47I want to recognize sunyside Christian
  909. 38:48School girls basketball team taking six
  910. 38:51in state and it was a tough effort um
  911. 38:54they play schools larger than them for
  912. 38:56the most part and so they had some tough
  913. 38:59games the kids were sick while they were
  914. 39:00playing and they still pulled it out so
  915. 39:02I'm very proud of them also so job
  916. 39:05anyway that's all I have for this
  917. 39:07evening uh the next item item C is
  918. 39:10upcoming Council meetings and I believe
  919. 39:12that's our city clerk's
  920. 39:14purview yes so we have a special meeting
  921. 39:17on March 13th which is the Auditors exit
  922. 39:21interview and that's at 1:30 here in
  923. 39:23this room um I ask a question is that
  924. 39:26going to be on Zoom yes as long as we
  925. 39:29have Internet yes I may not be able to
  926. 39:31be in town at that point so I'd like to
  927. 39:33be in on Zoom yes I'll make sure to
  928. 39:36connect look at Dennis when we say that
  929. 39:38as long as we have
  930. 39:39Internet Dennis hasn't fixed the
  931. 39:41situation yet
  932. 39:43huh this way of his priew hang in there
  933. 39:48dude and then the next is another
  934. 39:50special meeting for a retreat on March
  935. 39:5318th um let me zoom in we're going over
  936. 39:56all of these theity Vision council code
  937. 39:58of conduct 2023 and 2024 city council
  938. 40:03objectives budget review and a revenue
  939. 40:06and expenditure overview Grant overview
  940. 40:09Department priorities and then a
  941. 40:11discussion of those
  942. 40:13priorities and then the next regular
  943. 40:15meeting is March 25th as as of right now
  944. 40:18we just have one item which is the storm
  945. 40:19water rate analysis
  946. 40:21and if anyone has anything just let us
  947. 40:24know okay okay please take make a note
  948. 40:27of the fact that on March 18 we start at
  949. 40:29900 a.m. and that will be held here
  950. 40:32correct
  951. 40:33yes the retreat yes
  952. 40:38okay so if you have a work schedule you
  953. 40:40might want to make sure that your work
  954. 40:41schedule is free if if possible okay and

  971. 41:24Navaro good evening everyone what I have
  972. 41:27to tonight for you is just a brief
  973. 41:29recruitment report on city of Sunnyside
  974. 41:32uh vacancies uh currently we have two
  975. 41:35positions at City Hall that is the
  976. 41:38Deputy development director/ Fire
  977. 41:40Marshall position and we are conducting
  978. 41:41interviews for that later this week uh
  979. 41:43the other position is the development
  980. 41:45technician um we are still working with
  981. 41:48the um Trevor to um finalize that so
  982. 41:53that'll be out um once we get all of
  983. 41:56those details finalized in public works
  984. 41:58we have four positions three maintenance
  985. 42:00workers uh and one custodian uh we are
  986. 42:03still actively recruiting for those
  987. 42:05positions uh both of those positions are
  988. 42:08open online and will o be open I believe
  989. 42:10until the end of the week in the police
  990. 42:12department we have 12 openings uh
  991. 42:16majority of those positions do have a
  992. 42:18conditional offer of employment and are
  993. 42:20just going through the background stage
  994. 42:22uh fire department we have four
  995. 42:23positions three firefighters and a
  996. 42:25captain um both those positions have
  997. 42:28have already been recruited for and are
  998. 42:30scheduled for testing at a later date
  999. 42:32and that's what I have for you tonight

  1002. 42:39Knight it we don't have uh much to
  1003. 42:42report except for the uh incident we're
  1004. 42:44having now with the internet being down
  1005. 42:46that is beyond our control it is part of

  1008. 42:52all that stuff so that is not something
  1009. 42:54failed on our end it's actually farther
  1010. 42:56down the line or up the line whichever
  1011. 42:57way you want to look at it so other than
  1012. 42:59that that's about it thank you this
  1013. 43:02order um I have nothing big to report
  1014. 43:05just I'm really excited to have that
  1015. 43:07Auditor's exit interview on Wednesday
  1016. 43:08and I really hope that everybody can be
  1017. 43:10there and make sure that the public
  1018. 43:12knows that they are definitely invited
  1019. 43:14and um as the mayor pointed out it will
  1020. 43:15be available on zoom and it will be
  1021. 43:17recorded and available for people to
  1022. 43:19watch um on our website afterwards as
  1023. 43:21well thank you Mr
  1024. 43:25Zanes I don't have a lot to report
  1025. 43:27either I just want to let everybody know
  1026. 43:29um there is a light at Central Park that
  1027. 43:32is flashing really bad um we uh it
  1028. 43:36started right after a few weeks after
  1029. 43:38the trees that were taken down uh ppnl
  1030. 43:41had come over disconnected those power
  1031. 43:44lines while the trees came down and then
  1032. 43:47they reconnected but for whatever reason
  1033. 43:49it's making the light flash um so we put
  1034. 43:52a work order um we're just waiting for
  1035. 43:54them to come out and address it that's
  1036. 43:57all I
  1037. 43:57have Mr Martin perfect um so on I don't
  1038. 44:02have it listed there but I will have it
  1039. 44:04um for you for the next meeting so the
  1040. 44:08um Economic Development commission they
  1041. 44:10have reviewed four applications at this
  1042. 44:12point for our revolving Loan Fund so you
  1043. 44:15will be receiving four four different
  1044. 44:17applicants uh at at your next city
  1045. 44:20council meeting who have requested
  1046. 44:23um who who have requested to be part of
  1047. 44:25the revolving Loan Fund program um so
  1048. 44:28we'll be presenting that during our
  1049. 44:30study session and during the during the
  1050. 44:33study council meeting so that's pretty
  1051. 44:34exciting um we've had a lot of interest
  1052. 44:36in it and it's so far it's going really
  1053. 44:38well and it's been a pretty it's been a
  1054. 44:41it's it's been a really good Pro process
  1055. 44:43that we've continued to um refine and um
  1056. 44:47I I hope that you're you share the same
  1057. 44:50interest in the in the projects that uh
  1058. 44:52we did when when you see them and then
  1059. 44:55um year to date we've done as a
  1060. 44:58department we've we've created 78
  1061. 44:59records completed 177 inspections
  1062. 45:02collect and collected right around
  1063. 45:04$22,500 in revenue and issued 64 permits
  1064. 45:08so we're seeing more come through the
  1065. 45:10door every day um we should see those
  1066. 45:12numbers start to creep up here pretty
  1067. 45:14soon now that the weather is being more
  1068. 45:17cooperative and that's all Mr Riley I
  1069. 45:20have nothing at this time unless anyone
  1070. 45:21has any

  1080. 45:45run a picture um just introducing this
  1081. 45:49year's Council um we could either do
  1082. 45:51individual pictures or a group picture
  1083. 45:54so I kind of I'm I'm requesting
  1084. 45:57uh your recommendation or your direction
  1085. 46:00on what you would like to do if you
  1086. 46:02would like to be on this business card
  1087. 46:03directory or
  1088. 46:05not
  1089. 46:07Council thoughts so you're requesting a
  1090. 46:10picture so if you would like to be on
  1091. 46:13this directory um Council can decide if
  1092. 46:15you want to do an individual picture and
  1093. 46:17I we can piece it together or you can we
  1094. 46:20can take a group picture or use the one
  1095. 46:22from the swearing in
  1096. 46:25ceremony oh it's $152 to do
  1097. 46:30this we could we could do that group
  1098. 46:32picture and then have our contact
  1099. 46:33information just so they be able to
  1100. 46:36contact us if we were to go with the
  1101. 46:39route of doing it individually would we
  1102. 46:41have to pay would you guys have to pay
  1103. 46:42that fee per for each of us no we just
  1104. 46:45group them together we'll create little
  1105. 46:47graphic squares and put you guys
  1106. 46:50together m h
  1107. 46:53so you're looking at a larger size and
  1108. 46:56and add if if you're going to go for the
  1109. 46:59the business card size that price is
  1110. 47:04$48 for mayor Deputy Mayor no um the way
  1111. 47:09she told me that she would like it is um
  1112. 47:13we pay the 152 for probably I think it's
  1113. 47:15half the page and then we just kind of

  1122. 47:41from your
  1123. 47:44budget our the council's budget for like
  1124. 47:47for trainings and etc etc I actually
  1125. 47:51like the way Sunnyside Sun actually did
  1126. 47:53it they have individual photos and their
  1127. 47:56Nam underneath and we could even put our
  1128. 47:58contact information I think it's easier
  1129. 48:01whereas if we put a full picture it's a
  1130. 48:04little they'll be like well who's who's
  1131. 48:06Vicky
  1132. 48:08and you know there's two vickies so just
  1133. 48:11to be able to have it more labeled and
  1134. 48:15separ two juliia down there too two
  1135. 48:18Julie anybody's middle name
  1136. 48:21Julia so so it sounds as if you guys
  1137. 48:23kind of like the full page layout with
  1138. 48:25the posted stamp size pictures with the
  1139. 48:26name under each of us and our our
  1140. 48:28position on Council and yeah I will for
  1141. 48:32that okay I'm I'm seeing more heads
  1142. 48:35nodding for that one than for anything
  1143. 48:36else so all right so that's that seems
  1144. 48:39kind of like the direction okay do you
  1145. 48:41have individual pictures for everyone
  1146. 48:45um councelor beer I don't these photo
  1147. 48:49shy
  1148. 48:50though and then I think councelor
  1149. 48:52Vasquez I don't have one for you but I
  1150. 48:54think everybody else I do that over okay
  1151. 48:59I do need it before Thursday
  1152. 49:03okay right thank you all right Chief so
  1153. 49:08I don't have a lot of support because
  1154. 49:10our internet was down this afternoon so
  1155. 49:11I couldn't pull numbers and stats for
  1156. 49:13you but um one thing I don't know if you
  1157. 49:16saw online the police foundation is uh
  1158. 49:18soliciting donations uh for a breakfast
  1159. 49:22giveaway uh at Easter uh a couple days
  1160. 49:25before Easter it's going to be similar
  1161. 49:27to the ones we did at uh Thanksgiving
  1162. 49:28and Christmas last year and
  1163. 49:31um when we were getting meals for 250
  1164. 49:35300 people and we were getting 500
  1165. 49:37people in line I think we're probably
  1166. 49:39this is going to be something we're
  1167. 49:39going to try to continue to do
  1168. 49:42so okay it's all
  1169. 49:45have all
  1170. 49:47right well there being no further
  1171. 49:49business to come before Council and if
  1172. 49:50there's no
  1173. 49:52objection this meeting is adjourned at
  1174. 49:547:20 p.m.

  1199. 51:07experience for all of us so um I should
  1200. 51:11I should have timed myself a little
  1201. 51:13better hey did you take his picture
  1202. 51:15while he's standing here you got to do
  1203. 51:17your hair straighten and curl his hair
  1204. 51:19and all that stuff you know all
  1205. 51:23right um so I think so because we don't
  1206. 51:27have Wii here lights are
  1207. 51:37all you
  1208. 51:54too so we keep
  1209. 51:59adding two two things I wanted to bring
  1210. 52:03first of
  1211. 52:05all we got a
  1212. 52:07hiring we haven't had the
  1213. 52:11paper
  1214. 52:25sh
